Prohibits sale, trade, barter, or possession with intent to sell/trade/barter of parts or bodies of specified endangered and protected wild animals including leopards, tigers, bears, rhinoceros, and giraffes.

Expands existing prohibitions to include trading and bartering in addition to sales, and adds explicit language covering possession with intent to sell, trade, or barter.

Establishes enhanced penalties for violations involving protected wildlife valued over $25,000 as a class D felony with fines of the greater of $20,000 or twice the fair market value of the wildlife.

Amends penalty structure to clarify that "sale" includes selling, trading, bartering, offering for sale, and possession with intent to sell, with presumptive evidence of intent when wildlife is possessed in quantities exceeding recreational limits or in retail/wholesale outlets.

Takes effect immediately upon enactment.
