Empire State Development Corporation must convene stakeholders to provide insight into expanding kitchen incubators and entrepreneurship opportunities for women, minority, and immigrant populations.

Corporation must submit a report to the governor and legislature within one year of the act's effective date containing recommendations for creation, funding, expansion of kitchen incubators, and increasing entrepreneurial success in the culinary industry.
