Authorizes New York City to establish a demonstration program using photo noise violation monitoring systems to detect vehicles violating motor vehicle noise limits and issue notices of violation with civil penalties.

Defines motor vehicle owner liability broadly to include beneficial owners, registrants, lessors, and others, with lessors able to transfer liability to lessees by providing lessee information within 37 days of receiving a violation notice.

Requires photo noise monitoring systems to pass daily self-tests and annual calibration checks by independent laboratories, with operators maintaining daily camera logs and the city retaining records until case resolution.

Restricts use and disclosure of recorded images to city adjudication purposes only, with destruction required after case resolution or one year from issuance, except when disclosed pursuant to search warrants or subpoenas in criminal investigations.

Expires three years after the effective date (60 days after enactment), with the city required to submit annual reports to the governor and legislature on system locations, violations recorded, notices issued, fines collected, and adjudication results.
