Amends the NYC Charter to prohibit the police commissioner from exercising discretion over disciplinary determinations made by the Civilian Complaint Review Board (CCRB).

Grants the CCRB authority to investigate and prosecute allegations of police misconduct including excessive force, abuse of authority, bias-based policing, and discourtesy.

Establishes a hearing officer position (civilian with no law enforcement background) to adjudicate disciplinary proceedings and make final determinations in cases where the CCRB substantiates allegations and recommends discipline.

Requires the CCRB to create an administrative prosecution unit staffed by attorneys to handle prosecution of substantiated cases before the hearing officer, with the hearing officer having authority to impose reprimand, suspension, or dismissal.

Takes effect 30 days after becoming law and prohibits police discipline from being subject to collective bargaining or arbitration.
