All city agencies issuing summonses subject to review by the office of administrative tribunals and hearings must identify violations that can be proven through photographic evidence

City agencies must document violations appearing on these lists with photographic evidence taken at the time of summons issuance, using cameras, mobile phones, or other devices capable of producing electronic picture files

When it is impracticable or impossible to document a violation with photographic evidence, the issuing agent must include a written statement in the summons explaining why
