Amends the Social Services Law to include physician assistants in the definition of "primary care practitioner" for Medicaid managed care plans, alongside physicians and nurse practitioners.

Requires managed care providers to arrange for access to and enrollment of physician assistants as primary care practitioners and other medical services providers.

Expands the types of providers that managed care providers may use to include physician assistants, in addition to existing options such as physicians, nurse practitioners, hospitals, and diagnostic and treatment centers.

Becomes effective immediately upon enactment.
