Establishes a new indirect source review program requiring the Department of Environmental Conservation to adopt facility-by-facility reviews of qualifying warehouses within eighteen months and implement measures to reduce air pollution from warehouse operations.

Defines "qualifying warehouses" as heavy distribution warehouses (fulfillment centers, parcel hubs, parcel sorting facilities) that are 50,000+ square feet or operated by entities controlling 500,000+ square feet of warehouse space statewide.

Requires new or modified qualifying warehouses to obtain permits demonstrating that additional traffic will not violate federal air quality standards, and newly constructed warehouses must meet LEED silver or equivalent standards and show no prior indirect source violations in the preceding two years.

Mandates comprehensive annual reporting from warehouse operators including vehicle trip data, emissions vehicle percentages, electric charging station usage, employee counts, and subcontractor information, with all reports made publicly available unredacted except for personal information.

Requires the department to complete a study within eighteen months on feasibility and implementation of low- and zero-emissions designated zones for medium- and heavy-duty vehicles, prioritizing disadvantaged communities and areas near schools, daycares, and hospitals.

Allows cities with populations over one million to establish their own indirect source pollution programs if approved by the department and at least as stringent as the state program.
