Prohibits any person, local public corporation, or interstate authority from excavating or placing fill in borrow pits of Jamaica Bay or its tributaries at any time.

Adds dredged material to the definition of "fill" subject to environmental conservation law restrictions on waterway alterations.

Cites borrow pits as critical to Jamaica Bay's ecosystem, serving as fish habitat and "heat sinks" that regulate water temperature and support marine life including seals, dolphins, and whales.

Removes a previous exemption that allowed state departments to conduct activities in navigable waters and wetlands without permit restrictions related to canals and flood control.

Takes effect immediately upon enactment.
