Amends Penal Law Section 150.20 to establish arson in the first degree charges for fires caused during the manufacture, attempted manufacture, or endeavor to manufacture controlled substances in violation of Article 220.

Applies the enhanced arson charge when a person destroys, burns, or causes the burning or destruction of any building or its contents (inhabited or occupied) while engaged in controlled substance manufacturing, regardless of property ownership.

Extends the arson in the first degree charge to cases where a person is burned during controlled substance manufacturing operations.

Defines "controlled substance" by reference to Section 220.00, subdivision five of the Penal Law.

Takes effect 60 days after the bill becomes law.
