Prohibits municipalities from using municipal funds or resources to construct new immigration detention facilities or expand existing ones without prior legislative approval.

Prevents municipalities without existing federal contracts from entering into new contracts to house or detain noncitizens in locked detention facilities, and prohibits municipalities with existing contracts from renewing or expanding bed capacity.

Requires municipalities to obtain legislative approval before seeking funds, coordinating with federal immigration enforcement agencies, or using municipal land and buildings for immigration detention purposes.

Establishes a Committee on Immigration Detention Oversight with six members appointed by the governor, attorney general, comptroller, secretary of state, temporary president of the senate, and speaker of the assembly.

Directs the oversight committee to conduct annual reviews of existing detention facilities, allocate funding for inspections, and issue annual reports on compliance with federal national standards and legal requirements.
