Amends the environmental conservation law to include the mourning dove (Zenaida macroura) in the definition of "migratory game birds"

Permits the taking of mourning doves alongside other migratory game birds such as waterfowl, rails, shorebirds, and corvids

Takes effect immediately upon enactment

Authorizes the addition, amendment, or repeal of any necessary rules or regulations for implementation on or before the effective date
