Eliminates the Department of Transportation's requirement to establish safety criteria for transporting liquefied natural and petroleum gas, including considerations of proximity to populated areas and municipal fire department capabilities.

Replaces route certification requirements with a mandate that all transportation comply with applicable federal and state laws and be conducted by carriers holding a federal hazardous materials safety permit from the Motor Carrier Safety Administration.

Removes references to route certification under section 23-1713 from the Department's inspection responsibilities and enforcement provisions.

Removes transportation from the definition of activities subject to strict liability for accidental release of liquefied natural or petroleum gas, keeping only storage and conversion activities under strict liability.

Repeals subdivisions 1, 3, and 4 of section 23-1713 and amends fire department reporting requirements to remove references to transportation-related preparedness.
