Prohibits solar panel wholesalers and retailers from selling panels unless the manufacturer is listed on the Department of Environmental Conservation's website as participating in an approved collection program.

Requires manufacturers to submit annual reports by April 1 each year beginning in 2026, detailing the number of panels collected and recycled, participating collection sites, program costs, and outreach strategies.

Prohibits transporters, incinerators, landfills, and transfer stations from accepting, commingling, or disposing of solar panels as solid waste; requires landfills and incinerators to post signs prohibiting solar panel acceptance.
