Eliminates requirement for certificates of conformity when acknowledgments or proofs are taken by judges, notaries public, or commissioners of deeds (paragraphs a, c, or d) outside New York State.

Establishes that signatures and titles of these specified notarial officers constitute prima facie evidence of genuineness and conclusive proof of their authority to perform acknowledgments or proofs.

Allows instruments acknowledged or proved by these officers using their jurisdiction's laws to be equivalent to New York State-prescribed forms and eligible for recording without additional authentication.

Clarifies that oaths and affirmations taken outside the state require the same certificates as would be needed for out-of-state deed acknowledgments.

Makes technical corrections to statutory references, changing "chapter" to "article" and updating subdivision numbering to reflect the new structure.
