Designates the Montauk Point shoals area in Suffolk County as an important bird area under New York environmental conservation law.

Requires the commissioner of environmental conservation to designate the Montauk Point shoals as part of the New York state bird conservation area program and name it the "Montauk Point shoals bird conservation area."

Defines the Montauk Point shoals area as marine and coastal waters off Montauk Point extending to a sixty-foot bathymetric contour, spanning from just west of Shagwong Point around Montauk Point to just east of Ditch Plains, ranging 3 to 4 miles from the shoreline.

Authorizes the commissioner to modify the area's boundaries by rule as deemed necessary.

Specifies that the designation shall not impose new fishing restrictions and takes effect sixty days after becoming law.
