Establishes "Gabby's Law," creating a statewide "teal alert" system for missing adults aged 18-64 in New York.

Requires local law enforcement to notify the Division of Criminal Justice Services when an adult matching criteria has been missing for less than 72 hours and circumstances indicate imminent danger, non-voluntary disappearance, or credible threat to safety.

Directs the Division to confirm information and immediately issue alerts to designated media outlets, law enforcement agencies, Department of Transportation, New York Lottery, and the Independent Bankers Association of New York State.

Authorizes the Department of Transportation to disseminate alert information through dynamic message signs across the state, unless federal compliance conflicts arise.

Requires the Commissioner to terminate alerts once the missing adult is located or a division-determined notification period expires, and mandates a report to the Governor and Legislature within one year of enactment.
