Removes the cap requiring early voting polling places in counties with fewer than 500,000 registered voters to not exceed ten locations.

Limits board of elections authority to reduce early voting sites during special elections only (removes ability to reduce sites during primary elections).

Removes language allowing boards of elections to assign election districts to specific early voting sites based on voting systems testing requirements or voter verification practicality concerns.

Requires the state board of elections to promulgate rules ensuring that voting systems testing requirements do not make it impractical to provide all election district ballots at each early voting polling place.

Takes effect 90 days after enactment and applies to all general, primary, run-off primary, and special elections held thereafter.
