Amends Election Law Section 3-220 to designate voter e-mail addresses and telephone numbers as confidential information not available for public inspection.

Adds e-mail address and telephone number to the list of protected voter registration information, which already includes driver's license numbers, non-driver photo ID numbers, social security numbers, and facsimile numbers.

Maintains that all voter registration records remain public records subject to board of elections supervision, but restricts access to the newly protected personal contact information.

Takes effect immediately upon enactment.
