Allows qualified electors to complete voter registration and cast a ballot on the same day at early voting or election day polling locations through "conditional voter registration."

Board of elections must deem conditional registration effective if registrant's eligibility is confirmed and their information matches records from the Department of Motor Vehicles or Social Security Administration before or during the election canvass period.

If registrant information cannot be verified against DMV or SSA databases but eligibility is otherwise confirmed, the board shall issue a voter identification number and deem the registration effective.

Requires boards of elections to offer conditional voter registration at all early voting and election day polling locations while maintaining ballot secrecy and processing registrations before counting or rejecting corresponding ballots.

Takes effect 90 days after becoming law.
