Authorizes state board of elections commissioners to solicit requests for proposals for voting machines or systems to be certified for use in New York state, replacing the previous system where individuals or corporations applied for examination.

Requires all requests for proposals to include provisions stating that entities submitting proposals must pay the board a fee equal to the cost of examining the proposed voting machine or system.

Increases the minimum service warranty period for voting machine contracts from five years to ten years, requiring vendors to guarantee machines and systems remain in good working order without additional cost.

Requires vendors to provide training assistance to board of elections personnel, assistance during elections in the first year of use, and maintain the ten-year service obligation for machines and ancillary equipment.

Takes effect immediately upon enactment.
