Mandates voting machines include individual, voter-verifiable paper ballots marked either by hand or through nontabulating ballot marking devices that do not tabulate, transmit, or retain records of voter selections.

Prohibits voting machines from encoding votes using barcodes, QR codes, or other unverifiable codes and prevents cast ballots from passing under printers that could add votes after casting.

Requires local boards of elections to provide every voter at every polling place the option to either hand mark a paper ballot or use a nontabulating ballot marking device to mark a paper ballot.

Removes the restriction allowing only two types of voting machines at a single election and changes machine procurement from optional to mandatory for ballot scanners and nontabulating ballot marking devices.
