Amends real property actions and proceedings law to allow mortgagees or lienors to commence foreclosure proceedings and request appointment of a receiver to bring abandoned buildings into compliance with applicable laws within 90 days of appointment.

Alternatively permits mortgagees or lienors to take possession of the property and bring the building into compliance within 90 days from the date of taking possession.

Allows the department to extend the 90-day compliance deadline by mutual agreement with the mortgagee or lienor.

Authorizes the department to institute proceedings if the receiver appointment is denied, the receiver fails to achieve compliance within the required timeframe, or the mortgagee/lienor in possession fails to bring the building into compliance.

Takes effect 120 days after enactment and applies to proceedings commenced on or after that date.
