Establishes an electronic military ballot application and military ballot transmittal system operated by the state board of elections allowing military voters to apply for and return marked ballots online.

Requires the state board of elections to electronically transmit applications and marked ballots to applicable county boards of elections for filing, processing, and verification.

Defines "digital signature" as the certificate-based digital identification code issued by the U.S. Department of Defense as part of the Common Access Card or its successor.

Allows military voters to return completed voter registration applications, military ballot applications, and ballots either by mail, through the new electronic system, or in person.

Military voters may mark, digitally sign, and return ballots through the electronic system as an alternative to the traditional paper envelope method.
