Excludes unresolved criminal cases from criminal history record reports issued by the Division of Criminal Justice Services and the Office of Court Administration.

Defines "undisposed case" as a criminal action, proceeding, or arrest with no conviction, sentence, removal order, or final disposition recorded, and no entry made to records for at least five years before the report.

Exempts law enforcement agencies, qualified agencies conducting criminal justice purposes, bona fide research, and internal recordkeeping or case management functions from the exclusion requirement.

Maintains protections for sealed criminal history record information that cannot be released or disclosed regardless of undisposed case status.

Takes effect 180 days after enactment, requiring the Division of Criminal Justice Services to update records on unresolved cases before the effective date.
