Directs the Commissioner of Agriculture and Markets to conduct a study on vertical farming

Study shall examine effects of vertical farms on access to locally grown food, job creation, educational opportunities, and environmental impacts

Commissioner must deliver a report to the Governor, Senate Temporary President, Assembly Speaker, and both minority leaders within one year of the act's effective date

Report shall include recommendations for legislation and administrative programs related to vertical farm use

Act takes effect immediately upon passage
