Requires the Fire Department Commissioner to provide a written request with supporting documentation before permanently closing any firehouse or permanently removing or relocating any fire fighting unit, with notice to affected council members, community boards, borough presidents, and the public safety committee chair.

Mandates the written request include an environmental impact statement addressing current and projected response times (including dispatch and travel time), resource allocation and staffing levels, and distance to other firehouses in the affected area.

Establishes a two-tier review process: affected community boards and borough presidents get 30 days to review; if they support the proposal, the City Council needs a simple majority vote to approve; if they all oppose it, the Council needs a two-thirds majority vote to approve.

Defines "permanent" as a closure, removal, or relocation lasting more than six months, with a four-month implementation window after approval (tolled if subject to court restraining orders or injunctions).

Requires the Commissioner to resubmit a new written request if the proposed action does not occur within four months of approval.
