Not-for-profit corporations with 25 or more full-time equivalent employees that receive either $1 million or more in government funding or 75% or more of gross revenues from government funding become subject to New York's freedom of information and open meetings laws (Articles 6 and 7 of the Public Officers Law)

Applies only to not-for-profits licensed by the Office of People with Developmental Disabilities, Office of Mental Health, or Department of Health as approved service providers

Patient records as defined in the Health Insurance Portability and Accountability Act of 1996 are exempted from disclosure requirements

Documents identified by New York State Police as requiring non-disclosure for security purposes are exempt from the law's provisions
