Establishes energy efficiency programs under the Public Service Commission requiring utilities to allocate job training funding and hiring proportional to disadvantaged communities' share of residential and commercial building stock.

Requires that beginning three years after enactment, utility energy efficiency program installers, technicians, and construction workers must be hired from priority populations (veterans, individuals with disabilities, low-income individuals, previously incarcerated individuals, and others) or disadvantaged communities at proportional rates.

Mandates utilities unable to meet hiring and training requirements file detailed annual reports with the PSC describing outreach efforts and submit plans for building qualified applicant pools, subject to public comment.

Directs the New York Energy Research and Development Authority (NYSERDA) to allocate energy efficiency program funding to disadvantaged communities proportionally and to include non-energy benefits (mold, lead, and asbestos remediation) alongside energy efficiency measures.

Requires NYSERDA to measure tenant displacement rates and rent increases resulting from energy efficiency funding and publish findings with legislative recommendations to prevent tenant displacement.
