Amends Public Health Law § 2308 to allow physicians and other authorized practitioners to order syphilis testing during the third trimester of pregnancy, in addition to the required test at first examination.

Third trimester syphilis testing may be ordered consistent with guidance and regulations issued by the commissioner of health.

Expands the definition of "authorized practitioner" beyond physicians to include other qualified healthcare providers for purposes of prenatal syphilis testing.

Amends Public Health Law § 207 to require the commissioner to provide information about congenital syphilis education and screening.

Takes effect one year after enactment, with authority for the commissioner to promulgate rules and regulations immediately upon passage.
