Amends General Municipal Law Section 874 to require agencies establishing uniform tax exemption policies to consider the extent to which projects provide onsite child daycare facilities as a factor in granting tax exemptions.

Amends Public Authorities Law Section 1963-a to add onsite child daycare provision as a consideration factor when authorities establish uniform tax exemption policies for financial assistance programs.

Amends Public Authorities Law Section 2315 to include onsite child daycare facilities as a consideration factor in the uniform tax exemption policy for applicable financial assistance provisions.

Changes terminology in General Municipal Law Section 874 from "chapter" to "title" for statutory reference accuracy.

Takes effect immediately upon enactment but does not apply to projects already submitted to and under consideration by an agency before the effective date.
