Establishes Public Service Commission authority to set performance standards for combination utility companies (those providing electric, gas, or steam service in cities with populations of 1 million or more) during power outages and restoration.

Imposes penalties of up to $100 per violation or up to $1,000 per violation for patterns or practices of violations when companies fail to comply with reliability requirements or emergency service plans, with violations assessed per individual customer account.

Requires the commission to establish a schedule of customer credits or rebates for those experiencing service outages and missed installation appointments.

Authorizes the commission to investigate utility company emergency response plan implementation and deny recovery of service restoration costs if the company failed to reasonably implement its emergency plan, proportional to the outage's degree and impact.

Prohibits utilities from passing penalty costs, litigation costs, or investigation costs resulting from violations onto customers through their bills.
