Lowers the minimum age requirement for obtaining a muzzle-loading firearm privilege from 14 years old to 12 years old.

Allows 12 and 13-year-old licensees to hunt wild deer or bear with guns, crossbows, or longbows (previously allowed only for 14+) if accompanied by a parent, legal guardian, or designated youth mentor who is 21+ years old and holds a hunting license.

Removes the previous prohibition on crossbow hunting for 12 and 13-year-old licensees.

Lowers the minimum age for using crossbows to hunt small game and wild upland game birds from 14 years old to 12 years old.

Applies effective immediately upon enactment.
