Allows transfer of a lifetime hunting license if the licensee dies before age twelve, in addition to the existing provision for deaths within one year of issuance.

Extends the deadline for submitting a transfer application to three years from the child's death when the licensee dies before age twelve, rather than limiting it to three years from the license issuance date.

Amends Section 11-0704 of the Environmental Conservation Law to establish these new transfer provisions for juvenile licensees.

Takes effect immediately upon enactment.
