Allows county or state boards of elections to add an additional voting day (within 20 days of original election) if a disaster or state of emergency makes voting impossible and cannot be mitigated during normal voting hours.

Requires polls on the additional voting day to remain open for at least 11 hours and mandates notification to media outlets, municipal officials, and registered voters at least one week before the additional voting day.

Permits only registered voters who did not vote on the original election date to vote on the additional day, accomplished solely through in-person voting at polling places.

Allows county or state boards of elections to extend filing deadlines for up to two business days and postpone party caucuses for up to one week if disasters or state of emergencies substantially impair the ability to file or convene.

Requires immediate notification to media outlets, posting on board websites, and written notice to municipal officials regarding any extensions granted for filings or caucuses.
