Permits accident and health insurers, health maintenance organizations, and certain corporations to offer incentive or reward programs for wellness, preventative care, population health, care coordination, disease management, mental health and substance use disorder treatment, and quality cost containment initiatives.

Caps total value of incentive and reward programs at an aggregate average of $600 per year per insured, excluding wellness programs governed by existing law.

Allows incentive programs to target specific populations by age, sex, or health status; be offered for limited periods; and include sweepstakes, raffles, or contests.

Permits group accident and health insurers to adjust premiums to reflect varying commission rates within a filed range without violating inducement or rebate prohibitions.

Requires full range of commission options to be made available to all similarly situated groups for policies subject to guaranteed issuance requirements.
