Allows city and village planning commissions to request geographic information system (GIS) mapping assistance from the office of information technology services when making strategic development or policy decisions, upon demonstration of need.

Enables county planning boards to request GIS mapping assistance from the office of information technology services for studies relevant to county growth, development, and protection that involve strategic planning and official or unofficial maps.

Permits town planning boards to request GIS mapping assistance from the office of information technology services when making additions or changes to official maps as part of strategic development or policy initiatives.

Establishes a new authority in the state technology law requiring the office of information technology services to provide GIS mapping and technology services to municipalities that demonstrate need, defined as assistance in making strategic decisions involving review of floor space usage and business/employment capacity information.

Creates a municipal study assistance program under the executive law to help counties and municipalities conduct floor space usage studies, including technical assistance, methodological support, and technology services to support strategic planning based on floor space analysis; takes effect 90 days after enactment.
