Prohibits food-service establishments and retail establishments from adopting policies that refuse to accept cash payment from consumers.

Defines "food-service establishment" as any establishment that gives or offers food or beverages to the public for consumption on or off premises.

Defines "retail establishment" as any establishment where consumer commodities are sold, displayed, or offered for sale, or which provides services to consumers at retail.

Establishes civil penalties of up to $250 for the first violation and up to $500 for each subsequent violation.

Grants the Department of Labor authority to promulgate rules necessary to implement and enforce the requirement, effective 120 days after becoming law.
