Mandates state and local law enforcement officers inquire whether arrestees are parents, guardians, or legal caregivers of children under 18 and document this information at the time of arrest.

Requires policies to include procedures for arranging temporary child care, allowing arrested parents to make additional phone calls to arrange care, and ensuring child safety and well-being.

Mandates law enforcement training on how witnessing violence causes emotional harm to children and information about community-based crisis intervention and child protection resources.

Becomes effective 180 days after the bill becomes law.
