Prohibits the sale, lease, or rental of all-terrain vehicles (ATVs) and off-highway motorcycles in New York City, with civil penalties of $1,000 for a first violation and $2,000 for each subsequent violation within one year.

Authorizes the Department of Environmental Protection, Police Department, and other city agencies designated by the mayor to enforce the prohibition and impound vehicles used in violation of the law until removal charges, storage fees, and fines are paid.

Classifies violations as traffic infractions punishable under Vehicle and Traffic Law Section 1800.

Requires ATV dealers statewide to register ATVs at the time of sale, except for vehicles sold for use outside New York State or for off-highway competitions.

Requires purchasers of ATVs for use in New York State to sign a declaration confirming they understand all applicable laws and regulations governing ATV use, including the prohibition on operating ATVs on public property within New York City.
