Authorizes the New York State Department of Motor Vehicles to issue distinctive license plates bearing "NYC Fire Riders" to eligible members upon request.

Eligibility requires applicant to be a New York State resident, active or retired uniformed New York City Fire Department member, and hold active membership in the New York City Fire Riders motorcycle club.

Plates issued at regular registration fee plus an additional $25 annual service charge, with all service charges deposited to the distinctive plate development fund.

Department of Motor Vehicles must receive a $6,000 surety bond prior to plate design and production, unless at least 200 orders with service charges are received beforehand.

Surety bond requirement is waived if 200 or more plate sets are sold within two years of initial availability; bond remains active and recoverable if fewer than 200 sets are sold.
