Prohibits electric generating facilities from starting up with any fuel other than their primary fuel, even if alternative operating scenarios are approved in their permit application.

Restricts the use of secondary fuel sources and emergency stationary internal combustion engines to actual emergencies or situations specified in federal regulations (40 CFR 60.4211).

Clarifies that "emergency" situations cannot include noncompliance caused by improperly designed equipment, lack of preventative maintenance, careless or improper operation, operator error, or delays caused by permitting or construction.

Takes effect immediately upon enactment.
