Authorizes the Director of the Office for the Aging to establish a grant program providing dental services to eligible elderly persons (age 65+) subject to appropriations availability.

Establishes eligibility for unmarried elderly residents with income at or below 200% of federal poverty level and married couples with combined income at or below 200% of federal poverty level, both without dental insurance.

Requires the Director to select up to six grant recipients through a request for proposal process, prioritizing accredited educational programs or existing dental clinics serving low-income elderly with consideration for geographic distribution.

Grants may be used for direct provision of dental care, equipment purchases, and travel expenses, with the Director required to establish eligibility determination processes and rules for program administration.

Mandates annual reporting to the Governor and Legislature beginning by December 31 of the year following enactment, including financial reports, program effectiveness analysis, and recommendations for continuation or expansion; establishes civil penalties up to $250 for applicants making false statements on grant applications.
