Requires boards of elections to send email notification in addition to mail notification when changing a polling place location, at least five days before the next election or registration day.

Mandates email notification to voters who have provided a valid email address when a polling place is moved for any election, with notice sent 10-15 days before the election.

Adds a space on voter registration applications for applicants to provide an email address for receiving official correspondence from the state board of elections.

Takes effect 90 days after becoming law.
