Permits absentee ballots to be submitted via email to the state board of elections using an electronic absentee ballot transmittal system, with voters taking and subscribing an oath in the email.

Specifies that electronically submitted applications are original documents without requiring subsequent paper submissions and are deemed filed when received, except for after-hours submissions which are deemed received the next business day.

Removes the requirement that special federal voters return original completed applications and ballots by mail or in person if a copy was previously sent by fax or email.
