Amends General Municipal Law Section 859-a to require industrial development agencies to acknowledge that jobs filled by non-residents of New York state shall not be counted when assessing project progress toward achieving objectives.

Modifies project financial assistance applications to require an estimate of residents from the economic development region or labor market area (limited to six contiguous counties) that would fill projected jobs.

Requires project owners receiving financial benefits to provide annual certified statements enumerating only full-time equivalent jobs retained and created for New York state residents, excluding positions filled by non-residents.

Takes effect 120 days after becoming law.
