Extends eligibility for prison work release programs from two to three years before parole eligibility for most incarcerated individuals.

Changes the timeline for individuals convicted of crimes involving deadly weapons from eighteen months to thirty months before parole eligibility for work release program participation.

Removes the provision requiring Commissioner approval for participation by individuals convicted of crimes involving serious physical injury or deadly weapons, establishing instead that the Commissioner shall promulgate regulations to determine eligibility.

Prohibits the Governor from issuing executive orders to exclude or limit participation of eligible incarcerated individuals in temporary release programs.

Adds new exclusions from work release programs for individuals convicted of terrorism offenses and offenses involving sexual performance of children, while removing assault offenses from the homicide exception in the family violence provision.

Requires the Commissioner to develop regulations providing programmatic support to temporary release participants, with emphasis on the first three months of work release.
