Requires any person (other than election officers) who mails materials intended to challenge a voter's qualifications to file copies with the state board of elections within two business days, including the mailing, recipient list, full contact information, employer name, and a certification form.

Restricts voter challenges to those made by inspectors, clerks, watchers, or registered voters who complete and deliver a challenge affidavit to the board of inspectors that includes specific reasons and facts supporting the belief that a voter lacks voting qualifications.

Establishes requirements for challenge affidavits to include the challenger's full name, address, employer, the challenged voter's registration number, reasons for the challenge, and whether based on personal knowledge or information from another person, with inspector verification and oath.

Protects citizenship information collected during voting challenges from retention or use for purposes other than those required by law, and treats failure to certify U.S. citizenship as an innocent error rather than an attempted voter registration violation.

Requires boards of elections to include challenger names and addresses in challenge reports and mandates that challenge affidavits be secured with election materials; takes effect January 1, 2024.
