Requires the City Planning Commission to regulate and restrict requests by agencies to open new social services facilities, expand existing facilities, or change services provided at current locations.

Defines "social services facility" to include ACS placement facilities, city-administered hotels and shelters, DHS-administered facilities, DYCD-administered facilities, HPD-administered facilities, HRA-administered facilities (excluding domestic violence shelters), and supportive housing facilities.

Mandates the Commission consider the anticipated impact of proposed facilities on lease renewal and the character of the neighborhood, property values, and overall city planning when reviewing applications.

Applies to facilities regardless of whether the leaseholder is the tenant providing services.

Takes effect 90 days after becoming law.
