Requires the state Environmental Conservation Commissioner to maintain a computerized data system containing information on hazardous substance storage, handling, and emergency responses by agencies and responsible persons.

System must consolidate data from multiple agency databases including notification dates/times from the Commissioner, police, fire, EMS, and transportation departments regarding hazardous substance transport and releases.

Database must include response measure details (date, time, location, description, substances released and quantities), pipeline locations within the city and their control valve locations, and inventory information.

Requires all collected information be made available online in read-only form to agency personnel, state legislators and staff, city council members and staff, and the general public.

Takes effect 90 days after enactment, with authority granted to implement necessary rules and regulations immediately upon passage.
