Amends the composition of the state energy planning board to include one additional member appointed by the secretary of state from the utility intervention unit within the consumer protection division

The utility intervention unit representative joins existing board members including heads of the public service commission, environmental conservation, economic development, transportation, labor, homeland security and emergency services, agriculture and markets, health, and the president of the New York state energy research and development authority

Governor, assembly speaker, and temporary president of the senate each continue to appoint one additional representative to the board

Takes effect immediately upon enactment
